USD Coin (USDC) is a U.S. dollar stablecoin issued by Circle through Circle Internet Financial, LLC. Each token is redeemable one-for-one for U.S. dollars and is a direct claim on the issuer. Reserves are held in bank deposits, repurchase agreements, and Treasury bills, in segregated accounts within a bankruptcy-remote structure. They sit with BNY Mellon, attested monthly by Deloitte & Touche LLP. Institutions can mint and redeem directly with Circle in USD after completing KYC, and holders have a contractual right to redeem at par. Circle Internet Financial, LLC is incorporated in the United States, holds U.S. state money transmitter licences, and is supervised by the New York State Department of Financial Services (NYDFS). Holder terms are governed by the law of Delaware in the United States. Circle Internet Financial Europe SAS is incorporated in France, is authorised under MiCA, and is supervised by the Autorité de contrôle prudentiel et de résolution (ACPR) and the Autorité des marchés financiers (AMF). Holder terms are governed by the law of France. USDC has been issued on public blockchains since September 2018 and is native to 33 networks, including Ethereum, Polkadot AssetHub, Algorand, Solana, Stellar, and Tron, with bridged versions on nine more.
