USDC.e, issued by Circle Internet Financial, LLC, is a fiat-backed stablecoin that represents a bridged form of USD Coin (USDC) circulating on the Arbitrum network and tracks the value of one U.S. dollar (USD). Each token reflects a claim redeemable for one U.S. dollar (USD), with USDC backed 100% by highly liquid cash and cash-equivalent assets, comprising cash deposits at major banks, U.S. Treasuries maturing under approximately three months, and overnight reverse repurchase agreements; reserves matched circulation at $75.10B as of June 15, 2026. USDC pays no yield, as returns on reserves belong to Circle. Circle Mint account holders convert USD to and from USDC at no additional cost. USDC is issued by Circle Internet Financial, LLC (NMLS ID #1201441) in the United States, which holds a New York Virtual Currency BitLicense (BL000042) and Money Transmitter License (MT104963) from the New York State Department of Financial Services (NYDFS) and is registered with FinCEN. The token represents only the holder's right to redeem USDC for an equivalent amount of USD through a Circle account; holders do not own the reserves. Holders must be 18 or older, complete KYC, and reside outside Restricted Territories including Cuba, Iran, and North Korea. USDC is always redeemable 1:1 for USD, and reserves are held in segregated accounts for users. USDC is natively issued on 34 blockchain networks including Ethereum, Solana, Arbitrum, Polygon, Base, and Avalanche. Circle operates a closed mint-and-burn system: a client wires USD, Circle credits the reserve and mints USDC, and redemption reverses the flow. Cross-chain transfers use Circle's Cross-Chain Transfer Protocol (CCTP), a permissionless burn-and-mint utility rather than wrapped bridges.
